【Notice】Reinforcement of current and implementation of new quarantine measures

1. The quarantine measures for border enforcement during the state of emergency, have been reinforced as well as new measures implemented, until it is lifted.
(1) As of March 5th 2021, until the lifting of the state of emergency, the quarantine procedure implemented since January 8th, 2021 will continue to be carried out with additional new measures as well. Everyone regardless of nationalities, regardless of which countries or territories you are arriving from, need to submit a negative Covid-19 test result certificate taken within 72 hours upon arrival.

(2) Below are the additional quarantine measures implemented. The following measures will be carried out in succession.

1. Passengers without the negative Covid-19 test result certificate will not be able to undergo the quarantine process required for entry. Hence, with the cooperation of the airline companies, passengers without the said certificates at departure, will not be allowed to board the plane.

2. Arrivals are required to install the video chat and Covid-19 contact tracing apps in the restricted area. The contact details stated in the pledge will also be verified at this area.

3. Those without smartphones and unable to download the apps mentioned in 2 will need to rent smartphones.

4. All arrivals need to disclose the transportation methods, designated quarantine shuttles or private cars, in all the documents that must be submitted.

5. The Ministry of Health, Labor and Welfare will set up health centers to monitor the health conditions of all the arrivals.
The designated center will contact the arrivals every day via video chat and check on their health conditions and locations. Should the health center fail to contact the arrivals three days running, they are required to go and check on the arrivals in person.

6. Passengers arriving from countries and territories where the new variant virus has been detected need to stay in the accommodation designated by the Quarantine station officer for 3 days. RT-PCR, (Real Time PCR) tests will be carried out on the spot as well as after the 3 day period. Both the viral test and antibody test will be carried out.

7. To manage the quarantine procedures more effectively, the numbers of arrivals and flights from countries and territories where the Covid-19 new variant virus have been detected, will be limited.

2. Refrain from travelling to countries and territories where the new Covid-19 variants have been detected.
Travels to countries and territories under Covid-19 alert level 3 and above are restricted. The government urges everyone to refrain from travelling to and returning from countries and territories where the Covid-19 variants have been detected.
